In addition to being a legislator, I'm also a computer engineer and know the technology behind the Diebolds inside and out. These machines are certainly not secure. |

Dear Legislator,
I am not trying to make your life difficult :) but I would greatly appreciate a response to this timely issue. I am compiling a list of where each Utah legislator stands on the Diebold voting machine issue (this is the controversial electronic machine currently being used in Utah). I have set up a page on my website with all Utah legislator's names and would like to have you reply back to these simple questions so I can fill out my survey sheet and present it to the Lt. Governor and the press. The Lt. Governor has thus far not listened to the many people including security experts who have expressed concerns about the Diebold machines. He has also treated officials unfairly who have done the right thing in testing the machines and found weaknesses. Anyone who does not reply to this email will be contacted by phone. Thank you for your assistance and hard work on Utahns' behalf. Information is provided below from a security expert as well as other links if you need to become better educated on this issue.
My webpage is:
My questions are:
1) Would you be comfortable with election results that were 10% wrong? (Yes or No) (see below for some New Hampshire results using Diebold equipment)
2) Which of these options is your preferred election tool?
a) Stick with Diebold (current system)
b) Drop Diebold and use optical scan sheets (electronically assisted voting that produces a paper ballot that is turned in and scanned like an SAT exam)
c) Drop Diebold and use paper ballots (old school punch style or shading)
3) Any comment about this issue you would like to make?
Sincerely,
Oak Norton

OVER 10% OFF--Is that acceptable? Will recounts have to be done in every precinct? How did the Diebold machine fabricate extra votes?
If this can happen in New Hampshire, why would we think it can't happen in Utah on the same equipment?
Todd Seager, a security consultant, has brought this issue to the Lt. Governor's attention pointing out the many problems with the machines. Here is a letter with references you may be interested in. Below is a letter from Todd to me. Please note that Florida has now mandated replacement of the machines for security reasons.
Oak,
I brought this problem to your attention over a year ago. I am an Information Security consultant, and I work the largest national banks and financial service firms helping to protect information.
This is a HUGE problem that this state refuses to address. I have sent several letters to our venerable Lieutenant Governor showing several third party security assessment, and examples of states that have decertified these machines. Every single letter has gone unanswered.
I have personally reviewed the step by step instructions security analysts and researchers used to hack these machines. It is easier than anyone can imagine to hack these machines, and there are several ways to hack them. I don't disagree that they are pretty and easy to use but I did not cast my ballot last year on them.
By all estimates, except Diebold's, the problem is so bad that the only way these machines will work is to print paper ballots, have the voter check their paper ballot, and then have a statistical analysis conducted on these paper ballots.
The treatment of Mr. Funk by the Lieutenant Governor is unconscionable. Mr. Funk has did the same thing other colleagues have mine have done over the years because they are bound by ethical mandates that are part of our professional certifications.
Maryland and Colorado are two of many states that is using optical scan technology, the same that many of us used in school years ago. Security experts agree that this method works the best for speed, cost, and especially, security.
Florida, the state who caused this stir to begin with, spent millions on electronic voting machines. The Florida Legislature has now mandated replacement of all these machines for security reasons.
If Florida and many other states are doing this even after spending millions on these unreliable computer voting machines, why isn't Utah?
In the mean time, there are other steps Utah voters can take to make their vote more resistant to fraud and computer error. They can cast absentee ballots.
Todd
